69 Was it Satan that forced the census

In the Old Testament book 1 Chronicles, Satan made King David take a census  

1 Chronicles 21:1 And Satan stood up against Israel, and provoked David to number Israel. 

But in the Old Testament book 2 Samuel, God told King David to take the censes, the same one 

2 Samuel 24:1 The LORD said to him [David], "Go and count the people of Israel and Judah." 

Recap: Seems to me the authors couldn't make up their mind about who was responsible.
